哈尔滨工业大学创建于1920年,是一所历史悠久、实力雄厚、发展建设迅速的高等学府;1954年被国家确定为全国首批六所重点院校之一,1984年被国家列为重点建设的15所高校之一,1996年首批进入国家“211工程”建设,1999年又跻身于国家重点建设的九所大学行列,是以理工科为主,理、工、管、文相结合的多科性研究型大学。 哈工大是我国较早建立经济管理类专业的院校,20世纪40年代就建立了“铁路管理、工程经济、东方经济”等专业。1952年通过前苏联专家的帮助,在全校各技术专业开设了《机械制造企业经济、组织与计划》课程,并为全国高等工科院校开展工程经济教育进行示范教学;1954年建立了“机械制造企业经济、组织与计划”和“动力企业经济、组织与计划”两个专业;1955年成立了“工程经济系”,是我国高等工科院校中第一个建立工程经济方面的科系。工程经济系在培养本科生和研究生的同时,还受教育部和有关部委的委托,举办了多期师资班和干部班,为全国高等院校培养了大批管理专业师资,为有关部委培养了大批管理干部,使哈工大成为我国工程经济教育的摇篮,为我国管理教育的普及与发展做出了重要贡献。1978年改名为“管理工程系”。1984年8月,经国家教育部批准,成立了“哈尔滨工业大学管理学院”,是我国首批建立的4所管理学院之一,1986年获得管理工程专业博士学位授予权。哈尔滨建筑大学1980年设立了“建筑管理工程”专业,并组建了“建筑管理工程系”,是我国首批开展建筑管理工程本科教育和建筑经济及管理专业硕士生培养的院校之一,1993年成为我国唯一的建筑经济及管理博士学位授权单位,1999年在建筑管理工程系的基础上成立了管理学院。2000年6月原哈尔滨工业大学与原哈尔滨建筑大学合校,两校的管理学院合并,组成了新的“哈尔滨工业大学管理学院”。

管理学院设有管理科学与工程、技术经济及管理、企业管理三个博士学位授予点和管理科学与工程博士后流动站,其中管理科学与工程学科(一级学科)是国家重点学科, 2002年在全国一级学科综合水平评估中排名第三。学院设有管理科学与工程、企业管理、技术经济及管理、会计学、行政管理、国际贸易学、土地资源管理、教育经济与管理、金融学等九个硕士学位授予点,是我国培养工商管理硕士(MBA)、高级管理人员工商管理硕士(EMBA)和公共管理硕士(MPA)的首批试点院校之一,并设有工程项目管理、工业工程、物流工程三个工程硕士专业学位授予点。学院下设管理科学与工程系、营造与房地产系、工商管理系、金融与贸易系、会计系、公共管理系,分别设有信息管理与信息系统、工程管理、工商管理、市场营销、旅游管理、金融学、国际经济与贸易、会计学、财务管理、电子商务等十个本科专业。设有管理科学研究所、信息管理与信息系统研究所、系统工程研究所、技术经济及管理研究中心、交通工程研究中心等十四个研究所与研究中心;设有三个编辑部,正式出版全国发行的综合性学术刊物《管理科学》(原名为《决策借鉴》)、《公共管理学报》和《建筑管理现代化》。 管理学院继承和发扬了哈工大“规格严格、功夫到家”的光荣传统,在研究生和本科生的培养中形成了比较完善的教学体系,具有多学科培养高级管理人才的基础与条件;在学科建设上已形成了信息管理与信息系统、组织理论与组织创新、国际制造战略、先进制造技术管理、系统工程理论与方法、国防经济与管理、建筑经济与管理、建筑业管理的信息化与国际化、管理评价理论与方法、金融工程、投资理论、技术经济分析原理和方法、技术创新理论与政策、市场营销理论与实践、会计理论与实践、财务管理理论等研究方向。多年来,为国家培养了大量各层次、各种规格的高级管理人才和高等院校管理专业师资,其中有的在国家部委、省、市的领导岗位上任职,有的成为国内知名的企业家,有的成为全国知名的管理学家、院士和学科带头人。

Greetings from the Dean
The past fifty years of development were not easy; the road to success was full of bumps and difficulties. However, the joint effort by staff and students has produced great achievement in the end. Since the establishment of the Management Specialty in 1954, the School of Management of Harbin Institute of Technology evolved with many major developments and undergone several name changes from the original name of the Department of Engineering Economics in 1955 to the Department of Engineering Management in 1978 and then to the School of Management in 1984. For the past fifty years, the staff continually practiced the HIT’s motto: “Be strict in qualifications for graduates; make every endeavor in educating students.” The diligent and hard working staff has been mainly responsible for the great achievement and resplendence of the School today.
The last twenty years witnessed particularly many great changes taking place in the School. The original set up with one department providing one undergraduate program has been developed into six departments with 10 undergraduate programs, three doctoral programs, nine master degree programs and four professional master degree programs, EMBA, MBA, MPA and Engineering masters. In addition, a national key discipline, a post-doctoral research center, more than ten research institutes or centers have also been established. There are currently 140 academic staff and over 4000 students at various levels. The School academic scale and academic strength as well as overall competitiveness rank among the top in China.
Over the past twenty years, the School has educated a large number of senior executives as well as university lecturers and professors. Research projects have also been successful and achieved fruitful results. All these contributed to China’s socialist development and made the School an important education base for economic and managerial talents at various levels.
In retrospect, we know our past achievement has been hard earned. We also know that our responsibility for excellence in education remains to be of great significance. However, we remain confident that the joint efforts of staff and students will result in great achievements. We shall make every endeavor to maintain HIT’s School of Management as a first class management school in China and to make it famous in the world by implementing the features and advantages of our disciplines and by absorbing the experience of international management cultures. We pledge our best efforts to make greater contributions to the revival of the Chinese Nation.
General information
Harbin Institute of Technology (HIT), founded in 1920, is one of the few famous universities in China and enjoys long history, great competitiveness and rapid growth. In 1954 HIT was designated by the state as one of the six leading universities in China. In 1984, HIT was listed as one of the fifteen key universities receiving significant financial support from the Central Government. In 1996 HIT was included into the first group of universities affiliated with the national “Project 211”. The objective of this Project is to promote 100 universities to develop into the world-class in the 21st century, by granting them preferential supports. In 1999 HIT excelled in passing through all evaluation procedures and was recognized as one of the top nine universities in China. HIT is a multi-disciplinary university with research focusing on many areas of science, engineering, management, social science and art.
HIT is one of the first universities that established the faculty of Economics and Management in China. Early in the 1940s, HIT started the research and education in Railway Management, Engineering Economics and Far East Economics. In 1952, assisted by Russian experts, HIT pioneered in delivering the course in Economics, Organization and Planning in Mechanical Manufacturers. This made HIT an example for all other universities in China in the above-mentioned fields. In 1954, HIT set up disciplines in the fields of Economics, Organization and Planning in Mechanical manufacturers and a similar course for Power enterprises. In the following year, the Department of Engineering Economics was founded, and it was the first department of its kind among technology-oriented universities in China. While primarily being engaged in carrying out the task of educating undergraduate and postgraduate students, the Department also held many training programs in management for university lecturers and government officials. These activities made a large contribution to the development of managerial education in China. That is why HIT’s School of Management has been noted as “the Cradle of Education in Engineering Economics”.
In 1978, the Department of Engineering Economics revised its name to be the Department of Management Engineering. In August 1984, the State Commission of Education approved the new name for the Department, which from that time became known as the School of Management. It is one of the earliest four established management schools in China.
Harbin Architectural and Civil Engineering University set up the specialty of Construction Engineering in 1980, which evolved into the Department of Construction Management Engineering at a later stage. It was one of the earliest universities in China offering courses in construction engineering for undergraduates and postgraduates. In 1993 it was the only university, which could confer doctoral degrees in Construction Economics and Management. In 1999 the Department of Construction Management Engineering was incorporated into the School of Management.
In June 2000, when Harbin Institute of Technology and Harbin Architectural and Civil Engineering University merged, the respective Schools of Management were restructured to become the present School of Management.
The School of Management offers three doctoral degree programs in “Management Science & Engineering”, “Technology Economics & Management” and “Business Management”. The post-doctoral research fellow program in “Management Science & Engineering” became a key discipline in China. In addition, there are eight master degree programs, namely, Management Science & Engineering, Business Management, Technology Economics & Management, Accounting, Public Administration, International Business, Land Resource Management, Educational Economics & Management and Finance. The School of Management was among the early-authorized universities to provide MBA, EMBA and MPA programs to professionals. Three master degree programs of engineering are also offered in Construction Engineering (project management), Industrial Engineering and Logistics Management.
The School of Management consists of six departments. They are: the Department of Management Science & Engineering, the Department of Construction & Real Estate, the Department of Business Administration, the Department of Finance & Trade, the Department of Accounting and the Department of Public Administration. Within these departments, specialties include Information Management & Information Systems, Engineering Management, Business Administration, Marketing, Tourism Administration, Finance, International Economics & Business, Accounting & Financial Management, etc. There are fourteen research institutes affiliated with the School, such as the Management Science Research Institute, the Information Management & Information Systems Research Institute, the System Engineering Research Institute, the Technology Economics and the Management Research Center, the Management of Construction Economics Research Institute, etc. The School of Management also hosts and publishes three academic journals: Management Science in China (originally entitled “Decision-making and References”), Journal of Public Administration and Construction Management Modernization.
The School of Management has developed within the honorable tradition of HIT of “Being strict in qualifications for graduates, make every endeavor in educating students”. In providing training for both postgraduates and undergraduates students, the School has developed a well-programmed educational system with sound experience, which is highly suitable for training senior managers. The School has set up several research areas including Information Management & Information Systems, Organizational Theory & Innovation, International Manufacturing Strategy, Management of Advanced Manufacturing Technology, System Engineering Theory & Methods, Construction Economics & Management, IT Application & Globalization of Management in Construction Industry, Management Evaluation Theory & Methods, Financial Engineering, Investment Theory, Technological & Economic Analysis Principles & Methods; Technological Innovation Theory & Policy; Marketing Theory & Practice; Accounting Theory & Practice; and Financial Management Theory. Over the years, the School has educated a large number of senior managers and management lecturers. Some of our students have become top leaders in governments, successful businessmen or famous scholars.
Currently the School employs a total of 139 of academic staff, including 28 professors (among whom 18 are PhD supervisors) and 70 associated professors. At present a total of 3540 students enrolled in the School, which includes 1654 undergraduates, 512 master degree students, 352 PhD students, 19 post-doctoral fellows, 203 EMBA students, 1054 MBA students, 293 MPA students, 161 engineering master degree students and 41 foreign students.

National Key Academic Research Discipline: Management Science & Engineering
In the HIT School of Management the Management Science & Engineering Discipline closely combines management theories with practice. The research focuses on management theories, methodology and tools related to the development of modern production and operation. It covers science, technology, economy and societal factors with the objective of exploring the managerial activities and promoting efficiency and effectiveness of management. Master and doctoral degree programs are offered in this discipline.
The Management Science & Engineering Discipline was established in 1986. Its Post-doctoral research station was set up in 1994. It became the key discipline of the province and the state respectively in 2000 and 2001. It received financial support from the State government by means of “Project 985” and “Project 211”. In 2002, the Discipline won the third place in the ranking of all its equivalents in China. The Discipline consists of two departments and four research institutes. The two departments are: the Department of Management Science and Engineering and the Department of Construction & Real Estate, while the institutes are: Management Science and Engineering Institute, Information Management & Information Systems Institute, System Engineering Institute and Transportation Engineering Management Center.
Currently the discipline employs 13 PhD supervisors and 31 master student supervisors. Over the past 20 years, 97 PhD students and 567 master students graduated with degrees from this discipline. At present, there are 205 PhD students and 219 master students studying in the discipline.
The major research areas in this discipline include: Management Information Systems & Decision Support Systems, System Theories & System Engineering, Optimization Model Of Management Decisions, Intelligence Transportation Management, Modern Finance Engineering, Construction Project Management, Modernization & Internationalization Of Construction Management, Network & Information Industry Management, Economics & Management In National Defence.
The Discipline has undertaken several dozens of research projects at national and provincial levels with financial grants and support from relevant Authorities. These projects include: the National Natural Science Foundation projects, the National Social Science Foundation projects, the National Project 863, the development projects of the state high-tech departments, significant projects from the State Ministry of Construction, the Ministry of Information Industry, etc. Significant achievements have been made, which have promoted the national economic development. As a result the Province and various State ministries awarded Technological Progress Prizes to the Discipline for some thirty projects. A large number of academic papers, textbooks and works on specialized topics have been published and have generated a lot of attention from specialists working in the same field.

Technology Economics and Management Discipline
The technology Economics and Management Discipline is a cross subject between economics and techno-science where major research interests include economic issues in technological activities, technological issues in economic activities as well as the intrinsic rules of technological development. They involve such issues as the evaluation of the project’s social influence & project management on the engineering level, knowledge management and intellectual property management on the business level, technological innovation & diffusion and technological choices on the industrial level as well as the technological strategy and policy on the national level.
The Technology Economics and Management Discipline in HIT evolved from the specialty of Engineering Economics in the 1950s, which was the earliest institution in China undertaking education and research in this field. With the approval from the State Commission of Education, this Discipline started conferring doctoral degrees in 1998. In 2002, it became the key discipline of the Heilongjiang Province. With the support from the National Project 985, the Discipline has established the Technology Economics & Management Research Center, the Finance Institute and the Economics Institute. It has also established long-standing relationships with some famous overseas universities. The Discipline maintains its pioneer position in scientific research, education and the overall academic levels in China with sufficient software and hardware facilities available for advanced research.
The Discipline has 8 PhD supervisors and 6 master student supervisors. Until now, 20 PhD students and 337 master students have graduated with degrees from this Discipline. There are currently 169 PhD students and 46 master students doing their degrees in this Discipline.
The discipline concentrates its major research in the following areas: Management Evaluation, Theory & Methods; Technological Innovation, Theory & Policy; Theory & Policies of High-tech Industry Development; Entrepreneurial Management of High-tech Enterprises; Industrial Technological Economics & Regional Sustainable Development as well as theories and methodology of risk management.

The funding for the projects mainly come from the National Natural Science Foundation, the Commission of Science Technology & Industry for National Defense, the Ministry of Science and Technology, the Ministry of Information Industry, China Aerospace Corporation, Heilongjiang Provincial Bureau of Science & Technology, Harbin Municipal Bureau of Science & Technology, etc. Significant achievements have been made and many projects have been awarded Technological Progress Prizes by the Commission of Science Technology & Industry for National Defense, China Aerospace Corporation and Heilongjiang Province. A large number of academic papers, textbooks and works on specialized topics have been published and have generated great attention from the same field specialists in China.

Business Management Discipline
Business management is a sub-discipline of business administration. It focuses on the theories, methods and tools in business management. The aim of this Discipline is to explore development trend of business management in the 21 century and to expound the rules of business management activities.
Business Management Discipline of HIT evolved from the Specialty of Engineering Economics in the 1950s. It was entitled to confer doctoral degrees to students in 2003. The Discipline has developed with financial support from the National Project 985 and Project 211. The Department of Business Administration and Business Management Institute, Corporate Culture Institute as well as the Manufacturing Strategy & Innovative Management Research Center all belong to this Discipline.
There are currently 5 PhD supervisors and 13 master students supervisors. Over the past years, 110 master students have graduated from the Discipline. At present, there are 16 PhD candidates and 47 master students.
The research fields of this Discipline include: International Manufacturing Strategy, Organizational Theory and Innovation, Management of Advanced Manufacturing Technology, Logistics and Supply Chain Management, Marketing, Continuous Improvement & Innovation. In recent years, The Discipline has undertaken 23 research projects with funds from various organizations and departments of the state, provincial and municipal levels, namely, the State Natural Science Foundation, the State Commission of Science Technology and Industry for National Defense, the State Ministry of Science and Technology, the State Ministry of Information Industry, China Aerospace Corporation, Heilongjiang Provincial Bureau of Science and Technology and Harbin High-tech Bureau, etc. The Department has won 4 Scientific and Technological Awards from the State Commission of Science Technology and Industry for National Defense, China Aerospace Corporation and Heilongjiang Provincial Bureau of Science and Technology. Some 300 academic theses have been published in domestic and international journals and international conference proceedings. Four works on specialized research fields have been published. Representative research projects include: Cost Control in the Key CIMS Project of Harbin Power Equipment Corporation (Project 863), Organizational Environment and Operation Modeling Optimization of Business Dynamic Alliances (Project 863), etc.

Scientific Research
Scientific research is an important task for the School. The School focuses on the combination of management theories and practice to serve the national economic development and to provide consultation for businesses. Over the past three years, the School has undertaken about 20 scientific research programs with financial support from the National Natural Science Foundation, the State Social Science Foundation and National Project 863 Funds. The School has also carried out about 300 provincially funded scientific research projects and development programs as well as enterprise projects. More than 1000 academic papers, some 100 scientific works and textbooks have been authored. Among these achievements, many projects are closely related to the demands of national economic development and management decision of governments and enterprises. They have provided useful consultation and services to the government’s policy-making and business development in terms of management theory and modern management methods. International Exchange and Cooperation
The School of Management established extensive academic exchanges and cooperative relationships with universities and research institutes in the US, Japan, Canada, Germany, England, France, Russia, Australia, Denmark and Korea. It has set up academic contacts with the universities in Hong Kong, Macao and Taiwan. Every year since 1993, the School staged an international conference on Management Science and Engineering, under a title “The International Conference on Management Science and Engineering”. Since 1995, papers in the conference proceedings have been listed by ISTP. The School also hosted “The Symposium of Two Shores and Three Places” many times. Participants included scholars and experts from Hong Kong, Taiwan and the Mainland China. Since 2000, the School has jointly sponsored “The International Symposium on Construction & Real Estate Management” with Hong Kong University of Technology, Salford University, UK, Singapore National University and Purdue University, USA. Since 1990, the School was successfully operating joint programs with schools in Russia and Korea with offering programs for undergraduates majoring in international economics and business. It has also established an educational cooperative project with a university in France, which is named “ Bachelor-through-to-Master Program”. There are about 200 Chinese and foreign students involved in these projects.
EMBA
Harbin Institute of Technology was among one of the first in the group of universities in China approved by the State Commission of Education to offer Executive Master of Business Administration (EMBA) program.
HIT’s EMBA program is designed to provide the society with thoughtful, capable and , responsible business leaders, executives and top decision-makers. The School has established academic cooperation with universities and research institutions across some 40 countries. Professors from famous international universities, experts from business fields and government departments have been invited to teach the EMBA students. Among all the EMBA lecturers, 50% are from overseas universities. As part of their education program, the EMBA students are also offered opportunities to go out of China to visit foreign companies and attend seminars with experts and executives of large international companies, where they can exchange ideas about management.
By April 2004, the HIT School of Management successfully run six classes with the total number of EMBA students exceeding 133. Strict education management and lecturer selection procedures have guaranteed the quality of the EMBA program.

MBA
In 1991 the HIT School of Management was one of the nine top universities, which were approved to set up an MBA program. Over the past 12 years, the School enrolled 1438 MBA students. Of those enrolled, a total of 615 students had obtained a Master Degree by the end of March 2004. .
In more than 10 years of MBA education, the School of Management developed an experienced team of professional staff. At the same time, the School invited more than 50 academic experts and scholars as well as specialists from enterprises, governments and other well-known universities from all over the world to teach on a part-time basis.
The School has excellent educational facilities and learning environment to achieve its effectiveness. The School of Management has established a special research fund to build a history case database. In the last three years, over 100 history cases having been used in the course teaching.
After many years of experience the School of Management accumulated a wide range of rules and regulations covering such aspects as training specifications, curriculum, thesis requirements, teaching and teacher requests etc. to maintain a high quality of education.
The MBA program lays equal stress on basic theories of business administration, technological training and improving analyzing ability and problem solving. The whole education process includes course learning and thesis writing. The main courses are: Operational Research, Economics, Management, Applied Statistics, Accounting, Strategic Management, Marketing, Financial Management, Project Investment Decision-making and Management, Organizational Behavior, Human Resource Management, International Business, International Finance, Financial Marketing, Management Information Systems etc. The MBA concentrations include Banking and Finance, Innovation and Entrepreneurship, E-Commerce, Enterprise Management, etc.
MPA
The HIT School of Management is one of the 24 universities approved to set up an MPA Program in China. In 2001, there were a total of 137 MPA students enrolled in the School of Management. With an eye toward the educational objectives of MPA program, the School employs an excellent academic staff that is familiar with the characteristics of MPA students. The staff has great deal of practical experience with sound foundation of theoretical basis. At the same time, the School invited over 40 experts and scholars who came from the economic management divisions of various government sectors and well-known domestic and international universities to serve as the MPA part-time lecturers. The visiting experts deliver courses on regular basis or prepare special reports for MPA students.
After operating for many years with basic facilities, the School developed excellent teaching facilities and learning environment. Those provide an adequate guarantee for the effectiveness of MPA program. Moreover, the school of management has established a special research fund to strengthen the content of courses and creating case history database for MPA.
The MPA program not only adapts to the developmental requirements of training in the contemporary society, but also is also oriented to the economic and social development trends of globalization. The program also gives special attention to the information related to the training of management techniques and skills. The School explores open-type mode of running education programs positively and makes full use of the Sun Yunxuan Academic Foundation. Furthermore, the School takes full advantage of the academic resources of its co-operative partners in the realm of public management, such as Sun Yat-Sen University (Taiwan), George Mason University (USA), Carleton University (Canada) and Delft University of Technology (the Netherlands). It also plays part in external cooperation, imparts the latest concepts and technology in public management and pioneers an open-type mode of operating the School through globalization and information, under the direction of joint training and co-operative research.
The MPA curriculum is based on a state-stipulated teaching mission, which regards public analysis as the core of the program and highlights the special training features of basic technical ability.
