Speaker Profile

Dr. Xiaoli Lv holds a PhD from Utrecht University in the Netherlands, as well as a bachelor’s and a master’s degree from Harbin Institute of Technology, serving as a tenured associate professor at Tsinghua University, deputy director of the Research Base for Emergency Management, and executive director of the Behavior and Big Data Laboratory. Since 2005, he has conducted research in crisis and emergency management and public organizations, published numerous journal papers in both Chinese and English, and authored the English monograph Managing Uncertainty in Crisis. He has presided over a series of research projects, including Key General Programs and General Programs (graded Excellent upon completion) of the National Natural Science Foundation of China, special projects targeting COVID-19 response, the Young Scholars Program of Humanities and Social Sciences sponsored by the Ministry of Education, and Key Projects of Beijing Municipal Education Science. He has also undertaken commissioned research projects entrusted by government authorities such as the Ministry of Emergency Management, the Ministry of Housing and Urban-Rural Development, China Earthquake Administration, Beijing Earthquake Administration, and Shenzhen Emergency Management Bureau. Concurrently, Dr. Lv serves as associate editor of Contingencies and Crisis Management, an editorial board member of multiple international and Chinese journals, namely Disasters, International Journal of Public Sector Management, Risk, Hazards & Crisis in Public Policy, Progress in Safety and Security, Journal of Management Science, Operations Research and Management, Journal of Catastrophology, China Emergency Rescue, Safety and Environmental Engineering, and Risk, Disaster and Crisis Research. He holds a wide range of academic and social part-time positions: director of the China Emergency Management Society, young director of the Chinese Public Administration Association, chair of the Emergency Management Special Committee under the Public Safety Science and Technology Society, vice chairman of the 6th Council of the Higher Education Management Branch of the Chinese Society for Optimization, Overall Planning and Economic Mathematics, deputy director of the Occupational Mental Health Special Committee under the China Occupational Safety and Health Association, standing director of the Public Health Branch of the China Association for Disaster and Emergency Rescue Medicine, member of emergency management expert panels of multiple provinces and municipalities, and member of the X Disaster Response, Investigation and Evaluation Panel. Simultaneously, He serves as a co-founder of the Youth Forum under the China Emergency Management 50 Forum and its annual summer seminar. His academic honors include a national young talent support program (2020), the Young Scholar Award at the 8th Outstanding Scientific Research Achievements in Institutions of Higher Education (Humanities and Social Sciences), Qilu Leading Emergency Talent, Young Academic Leader in Emergency Management of Beijing, Nomination Award for Best PhD Dissertation in Public Administration from the Netherlands and Belgium, and the Zhongying Young Scholar Award. He was selected as a UNESCO Visiting Research Fellow at the University of Essex, UK. His current core research interests cover crisis assessment (strategic and operational levels), video analytical methodologies, and related topics.

Lecture Abstract

Audio and video data captured under natural real-world conditions offer new research opportunities to deepen the understanding of institutional interactions within public administration scenarios. Audio-video data analysis helps further unpack the process dynamics, inherent patterns and incidental factors underlying classic phenomena such as crisis decision-making and administrative discretion. This lecture will share the challenges encountered by the research team during relevant research explorations, including dilemmas arising from diverse epistemological perspectives and difficulties in analytical unit segmentation, alongside feasible solutions to such obstacles. Additionally, the lecture will present the team’s latest research progress on institutional interaction scenarios, including crisis assessment and decision-making by leading experts, official written instructions, and group meeting interactions.
